The Challenge

A global systems integrator was facing fierce competition for the Digital Defence Framework (DDF), a high-stakes £150M central government contract. Despite a strong technical track record, their initial bid drafts were falling short on "Outcome-Based Value" and "Supply Chain Assurance", which are two newly critical criteria under the Procurement Act.

The Enable Approach

Enable was engaged 12 weeks before the final submission deadline to provide Red Teaming and Position to Win advisory.

1. Adversarial Bid Review

We deployed our Red Teaming methodology, simulating the evaluator mindset. We identified that the client's security narrative was too generic and didn't address the specific "Theatre-Level Intelligence" requirements of the DDF.

2. Strategic Social Value

We moved the client from a "national" social value model to a hyper-local one, mapping their delivery to specific economic growth hubs in the North of England. This turned a compliance check into a high-scoring competitive advantage.

The Result

  • Technical Score: 92% (Highest in the framework cohort).
  • Social Value Score: 100% (Maximum possible points).
  • Outcome: The client was awarded the primary position on the framework, securing a £150M revenue pipeline over the next 5 years.

Conclusion

By treating Assurance as a differentiator rather than a cost, we helped the client redefine what was "acceptable risk" for the authority, effectively pricing out competitors with less secure supply chains.
